Ceann Bales, Executive Director

Ceann Bales has over 30 years of leadership experience in the nonprofit sector, having served as Executive Director of Girls Incorporated of Wayne County, the Randolph County YMCA, and Randolph County United: An Economic Development, Chamber, and Tourism Partnership.  She also held the role of Director of Public Policy and Alliance Initiative for the Indiana Alliance of YMCAs.  In addition to her work in economic and community development, Ceann is an adjunct faculty member at Ashland University in Ohio.  She holds a B.A. from Purdue University, and M.P.A. from Ball State University, and a Ph.D. in Organizational Leadership from Indiana Wesleyan University.  Her doctoral research focused on innovative approaches to rural economic and community development through the lens of public leadership.  Outside of work, Ceann enjoys reading, traveling, mission work, and spending time with her family. Jodi Hayes, Administrative Assistant

Ms. Hayes is a native of Portland, Indiana, having graduated from Jay County High School. She is also a graduate of Indiana Business College with a certificate in bookkeeping and records management. She recently obtained her Associates Degree in Accounting from Indiana Wesleyan University. She has been associated with the Jay County Development Corporation for 28 years, having faithfully served as Administrative Assistant. She and her husband, Brian, have three children and four grandchildren.  She enjoys spending time with her family, reading, and traveling.  She can be reached by email at jhayes@jaycodev.org
